Jovan “Joe” Collier, who used to go by the name Peter Zimmer, has a long criminal background that has led to him being labelled as extremely dangerous.
But, according to an episode on Investigation Discovery ‘Web of Lies: The Candyman,’ the law has always been on his side, allowing him to earn 2nd, 3rd, or even 4th chances, if not more.
After all, he’s allegedly received anything from warnings to jail terms as a result of his activities and machinations, but to no purpose.

Jovan “Joe” Collier was born on July 7, 1968, in Mineral Point, Wisconsin, to adoptive parents Hans and Sally Zimmer, who reared him as Peter Zimmer alongside his younger brother Perry.
Their lives seemed almost ideal as they lived among fields and farmhouses on a remote country road, but all changed on May 23, 1983.
On that day, officials arrived at the family’s home after receiving a tip about their whereabouts, only to discover 14-year-old Peter gone and the rest of the family brutally slain. That alone led to the adolescent as a likely suspect.
As he struggled for his life, Peter shot 48-year-old Hans, fatally stabbed 44-year-old Sally through the head (including some 14 times), and stabbed 10-year-old Perry roughly 25 times.
Their deaths were discovered in various locations of the estate, indicating that it was a deliberate act of violence, and the teen was immediately captured.
Peter allegedly snapped when his adoptive father beat him and his mother failed to protect him, according to reports.
He was also envious of his brother, Perry, whom their parents regarded as the ideal son.
Because Peter was still a minor at the time, he only spent about four years at the Ethan Allen School for Boys until being released for good in 1987.
Not only that, but he became a trust fund child after inheriting his adoptive parents’ AKA victims’ inheritance (worth about $200,000), and he changed his name to Jovan “Joe” Collier shortly after.
After that, he succeeded in staying out of the limelight for a long time. Still, when Candy Williams ended their relationship in 2009 owing to his alleged adultery and the fact that he’d kept his past hidden, his legal problems reappeared.
Joe had formed a new life in Florida by that time, having a couple of unsuccessful relationships and a nearly decade-long stay in Indiana.
It was then that his deceptive smooth-talking ways first surfaced, particularly in light of his prior and ongoing relationships with other women, frequently at the same time.
Over months of cyber and also in stalking/harassment, such as threatening e-mails and posting her details on an adult website, he was arrested for sending Candy a dead piglet.

Joe Collier agreed to plead guilty to aggravated stalking on May 2010 in exchange for 312 years in state prison but was released early in 2012.
He has since stated that he never sent the dead piglet to his ex-girlfriend to threaten her but rather to assist the teacher and her students in preparing for a science fair presentation.
He explained, “I sent that to her out of the kindness of my heart for the sake of her children.”
Unfortunately, “Everything I do with the best of intentions turns into something evil.”
Joe was arrested again in July 2014 in Waco, Texas, for harassing his ex-fiancée, who had called off their engagement after learning about his dark past, and his then-girlfriend, who had broken up with him for about the same reasons Candy had.

Surprisingly, he not only posted a $150,000 bond but he was sentenced to time served after pleading guilty to three counts of harassment in 2015.
Joe then stated that he intended to relocate to San Diego, California, which was the last public statement he made.
In other words, it appears that the convicted offender now chooses to remain out of the spotlight.
