The Agency Episode 9 Recap: The Agency, a political thriller on Paramount+ continues to raise the stakes in Episode 9 “The Rubicon.” In this second-to-last episode, Osman’s threats make Martian feel very upset, and his complicated plans to save Coyote from Russia-occupied Ukraine take center stage. This proposal is really just a bluff to buy time. Martian’s risky approach makes Bosko angry but he reluctantly agrees to go along with him.

Martian tells Blair and Owen that they need to find someone in Volchok’s inner circle who can be used against him. The search leads the team to Leo Kravitsky, a deputy to Volchok who is angry. Martian sets up a secret meeting with Leo in Belarus so that he can help him get into Volchok’s operations. After years of fieldwork, Dr. Rachel Blake is worried about Martian’s mental health and tells him not to get involved directly, but Martian refuses to listen.

A New Mission for Operation Felix

Martian’s plan depends on reusing Operation Felix, a secret killing mission with three agents—an American and two Ukrainians—whose original job was to kill Russian Comrade Minister Chekov. These agents, who were working undercover at a Ukrainian health clinic, have been told to go save Coyote. Charlie—the American agent—is ready to change but the Ukrainian agents aren’t sure what to do. One of them is very dedicated to the original mission and is having a hard time with the new orders, which suggests that things could get complicated.

Martian forces Leo to set up a meeting at the health clinic between Volchok and high-level Russian officials, which is convenient for Felix’s agents because it is near where they are. Leo is driven by years of anger toward Volchok, whom he believes is to blame for not recognizing and promoting him. By playing on Leo’s anger, Martian gets him to work with him, which sets up a high-stakes confrontation.

The Look for Coyotes

Volchok trusts Colonel Dimushenko and is a powerful person in Moscow’s power circles. Leo persuades Volchok to use the health clinic as the place where Coyote will be handed off to him. Martian’s plan has two parts: set up a way to save Coyote and get in the way of the meeting of Russian officials. Tensions are high as the Felix agents get ready for their—new mission. The hesitancy of one of the Ukrainians makes people wonder if the mission will go as planned or get out of hand.

Osman’s Ultimatum

At the same time, Martian is having another problem. Osman (Kurt Egyiawan) calls Martian. He has been holding Samia hostage since her failed attempt to join the army. She is chained up in a prison cell in a scary video that he sends her. In exchange for her life, he demands the names of Martian’s Ethiopian recruits. Martian could refuse, which would be against CIA policy and put his career at risk, but Osman’s threats leave him with few choices.

On a London bridge, Osman sets up a face-to-face meeting with Martian. Martian is so angry that he almost kills Osman during the fight but he stops himself. Osman’s last message—a text message saying that Samia’s death was directly caused by Martian’s inaction—makes Martian feel guilty and uncertain. There is a chance, though, that Osman is lying and using fake footage to trick Martian.

The Agency Episode 9: Where is Samia?

After Henry looked into what happened to Samia, he found that she was flown to Sudan and is likely being held at Kober Prison, which is a notoriously bad place run by RSF-Janjaweed militias. The discovery makes Martian’s problem even more urgent. The CIA is focused on the Coyote rescue mission, but Martian can’t fully focus on the task at hand because she is worried about what will happen to Samia.

Daniela’s New Life

Daniela (Saura Lightfoot-Leon) is getting ready for a new mission in Tehran at the same time as the main story. Daniela works on her backstory with Naomi’s help, pretending to be a Spanish historian to get into Iranian circles. At Reza’s farewell party, she meets his “wife,” Azar, and answers a series of pointed questions about the heritage she made up. Reza later tells Azar that she is not his wife but an agent who is supposed to keep an eye on him.

Now that Daniela knows how to get to Tehran, she packs her things and says goodbye to Naomi. Naomi reassures her that her own relationships are real, even though the Agency has a culture of lying. Daniela’s journey shows how much sacrifices they have to make for their job, as she starts a life of constant lying.

The Agency Episode 9 Recap: Ending

As the episode comes to a close, everything is set up for a dramatic ending. As the Felix agents get ready for their double mission at the clinic—they have to deal with their conflicting loyalties and the weight of their original goals.
