Ricardo Palma Salamanca: Who is he?

The Valsecas relocated to the United States after Eduardo Valseca was released from captivity. However, they had to wait several years for any information on who might have stolen him. The government then arrested two men, Raul Julio Escobar Poblete and Ricardo Palma Salamanca, barely months apart in 2017 and 2018. The arrests were made in connection with another kidnapping that occurred in San Miguel de Allende, Mexico, where the Valsecas formerly resided.

A French-American woman has been kidnapped and held for ransom in San Miguel. When they became irritated because they hadn’t received the money, they hacked off one of the woman’s fingers. They intended to send it as a warning to her family.

So, in May 2017, one of them booked a cab and ordered the driver to deliver the item to someone at a nearby restaurant. The driver, on the other hand, was dubious of the package and reported it to the authorities.

A severed finger and letters were discovered inside by the cops. Raul, who had been following the taxi, was apprehended. Raul’s pals began fleeing the nation as word of his detention spread. Ricardo had travelled to Cuba with his wife and children before going to France in February 2018, where he was apprehended. His criminal history and previous relationship with Raul were also discovered by the authorities.

During the 1980s, Ricardo, a Chilean native, was a member of the Communist Party’s military branch in that country. In 1991, he was condemned to life in prison for assassinating Senator Jaime Guzman.

Ricardo was also convicted of being a part in the kidnapping of a powerful person in 1991, and was sentenced to life in prison. Ricardo, on the other hand, made a daring prison break in Santiago, Chile, in December 1996.

A helicopter swooped low into the jail compound, bringing up Ricardo and three other prisoners in the bulletproof basket, in an operation led by Raul. Both wound up in Mexico after the escape, eventually residing in San Miguel de Allende under false identities. They even opened a bistro there at one point. The two men were suspected of being part of a kidnapping ring that kidnapped many people in Brazil, Mexico, and Spain, according to investigators. Eduardo was also suspected of being kidnapped by the two men.

Chilean authorities requested Ricardo Palma Salamanca’s extradition after he was arrested in France. However, when the French Office for Refugees and Stateless Persons awarded him refugee status, they struck a snag. Ricardo stated that he was tortured into confessing to the murder of Jaime Guzman and that he would not receive a fair trial in Chile.

In January 2019, the Paris Court of Appeals rejected the extradition request. As a result, Ricardo, now in his 50s, stays in France, despite Chile’s efforts to extradite him. A documentary on his life, called “El Negro,’ was released in 2020.
